Do I need a gas line and a permit for an outdoor kitchen island?
A freestanding propane outdoor kitchen island with a standard 20-pound tank and no plumbing typically does not require a permit in most jurisdictions. Once you add a permanent natural gas line, outdoor sink plumbing, or new electrical circuits, permits become required and the work must be done by a licensed contractor in most states. In Tennessee, Knox County and Blount County require a permit and licensed gas fitter for any new gas line installation. The practical starting point for most buyers is a propane island. No trench, no permit, operational the weekend it arrives. When you are ready to connect to natural gas, that is a one-day licensed job that pays for itself in fuel savings within a season or two.
What base does a prefab outdoor kitchen island need, and can it go on pavers?
A level, stable, non-combustible surface is required for any outdoor kitchen island. Concrete patios, existing pavers, and stone surfaces all work well. What is the difference between GFRC, stainless steel, and polymer outdoor kitchen cabinets?

GFRC (glass fiber reinforced concrete) produces the most architectural look and is ideal for permanent installations in mild climates, but can develop hairline cracks in severe freeze-thaw zones. Stainless steel is durable, cleanable, and handles humidity well. Use 304 grade for most inland areas and 316 grade within 10 miles of saltwater. It is the standard for serious outdoor cooking setups in Tennessee. Marine-grade polymer (HDPE) is the most weatherproof option. It will not rust, crack, or fade and requires almost no maintenance.
